These are the first days after the recent snow that the ground is not pure slime. The parts of the property that look like playa are being turned over by shovel (and later by rototiller) so that seeds can gain a foothold in broken soil. I noticed long ago in Death Valley National Park that where road graders would disturb the soil on the side of the road, wildflower blooms were very prominent. 

Most of the soil in this area is alluvial silt which acts and performs like clay. If it is possible to get some ground cover growing that will put down substantial roots, it should be possible to increase organic matter and therefor soil aeration.
